Every summer the Rappahannock takes someone — and most often a Latino neighbor. Every summer the city promises bilingual signs and lifeguards. Every summer the press release arrives before the sign does.
THE RAPP · 90°F, JUNE
The current under the old rail bridge looks calm. It is not. It never was. Locals know. New arrivals are not told — not in any language they read.
THE STUDY · YEAR AFTER YEAR
City forms a committee. Committee recommends bilingual warning signs and seasonal lifeguards. Recommendation is "noted." Budget moves on.
THE PRESS RELEASE · EVERY AUGUST
A name. A vigil. "Our hearts go out." A reminder to "swim safely" — issued, again, only in English. The river does not read English either.
A sign in two languages costs less than a single search-and-rescue. The Burg has run the math for a decade. It keeps choosing the eulogy.
